Catawba County is an innovative jurisdiction that regards technology as a powerful tool
for improving service. In the mid-90s, Catawba County Manager Tom Lundy and the
County commissioners decided to completely revamp the County’s technology instead of
simply upgrading existing systems for Y2K. As Mick Berry, Director of Information Technology,
explained, “The County leaders recognized that we had ‘maxed out’ the investments in our
old systems. It didn’t make sense to spend more money on dead systems.”
