The conversion of paper maps into a geographic
information system (GIS) database is a costly and laborintensive
procedure that can account for between 40% and
80% of GIS development costs. Data conversion software
helps mitigate high labor expenses by applying various
degrees of automation to vectorizing a scanned map. Semiautomatic
tools assist the operator in vectorizing features
whereas raster-to-vector software will vectorize an entire
map with little user intervention.
