How to help people in need of support such as elderly, disabled and sick evacuate promptly and properly in a time of disaster is a big problem for local governments in Japan where huge human damage has been brought by typhoons, heavy rains and tsunamis. In order to cope with this problem we must first list those people who need support and then assign neighbors who can help them evacuate to each of those listed.
