RTI provides internal funding through special internal research and development (IR&D) awards
as a way to help develop new products and tools to support our mission and better serve our
clients. The RTI water program secured an IR&D award in November 2006 to develop a set of
new “GeoTools” based on NHDPlus. This white paper provides an overview of the developing
tools, along with a brief history of our use of NHDPlus and its predecessors for U.S.
Environmental Protection Agency’s (EPA’s) scientific and decision-support applications.
