As an automated mapping and updating facility, a GIS will literally return a 1:1 cost/benefit ratio. As the functionality of the system expands to include planning and analysis between one to three departments within a single organization, the ratio approaches 2:1. Ultimately, a 4:1 benefit/cost ratio can be realized when the system functionality is maximized, and information is shared across the entire organization.2
