This document was originally prepared for the New York State Office of Children and Family Services in support of the Geographic Information Center (GIC) project in July 2004. It is intended to serve as a briefing tool for government executives and industry leaders. The document is divided into two sections: “Wh a t i s G I S ” and “Wh y u s e G I S ” and includes practical examples of how GIS technology can be leveraged to improve workflow, enhance process management, increase performance, and strengthen effective policy and planning. It is primarily focused toward non-technical managers and decision-makers with a slight bent toward government services, particularly social services.
