The County will replace and convert its existing Accela Tidemark Advantage system and deploy EnerGov's state-of-the-art browser-based enterprise server platform; a much needed improvement that will deploy the new software across the County to serve employees, developers, contractors, builders, and property owners. The focus of the new Development Management System (DMS) is to have an enterprise application that is fully integrated with the County's Geographic Information System (GIS) and supports the development processes for permitting, plan review, inspections, code enforcement, project/case management, economic development, and other development activities.
EnerGov's enterprise suite will streamline the County's development review and regulatory land management processes. During a development project review the amount of cross-agency communication can be lengthy and detailed. EnerGov's software will facilitate collaboration among agencies and customers, and accelerate the review process. Once completely implemented, the new system will allow for the County to expand its ability to provide leading edge technology such as electronic plan submittal and review. "The new technology will open the door to many new possibilities which we have previously been unable to provide to our customers," said Mr. Wade Hugh, Development Services Director.
The awarded contract of $2.7M includes software, professional services, customizations, training, and 5 years of support and maintenance. The contract also includes a cooperative use/buyer agreement which is available to any other United States municipality for a period of 2 years. The competitive selection of a software provider involved issuing a public request for proposal with a number of candidate companies responding. A 12 person multi-agency team assessed each proposal with due diligence and independently determined that EnerGov was the most qualified to meet the County's needs. EnerGov was selected based on their ability to provide the best possible technology with future evolutionary potential of the system. "After the review process ended, EnerGov clearly stood out as the best choice. We are excited to have them as our development partner. The project will support over 300 county users with an agency vision of improving operational efficiencies and transforming how the County engages its constituency through automation. This contract marks the 21st new Government agency client in the last 12 months welcoming over 4000 new agency users to the EnerGov Platform.
