The Carl E. Nelson Best Practices Award was established to recognize excellence in the ECM field. The term "Best Practice" denotes a standard of excellence that has been achieved with an organization and refers to a process that can be quantified, adapted, and repeated.
With an ECM solution that is integrated with a comprehensive GIS, Horry County has taken advantage of the workflow efficiencies of paperless business processes, realized vastly improved response time to constituents' public requests and avoided capital expenditures that typically accompany exponential growth.
"It is an honor to receive the Carl E. Nelson Best Practices award in recognition of our work in the ECM arena," said Tim Oliver, assistant director of IT/GIS for Horry County. "OnBase has been a solution to all of our content management needs. The seamless integration with the County's GIS has enabled users to make rapid use of the technology."
"Congratulations to Horry County Government for winning The Carl E. Nelson Best Practices Award this year," stated AIIM President John Mancini. "AIIM is excited to recognize Horry County and its use of OnBase to improve its governmental business process to make them more effective and efficient for their constituents."
Horry County and Hyland Software's Government Solutions were also finalists in the 2008 Integrated Solutions 2008 I-Cubed Award. They are being recognized for implementing an outstanding document and content management technology solution in their organization.
"Incorporating OnBase into its GIS environment has allowed policy makers in Horry County to not only keep up with the needs of a rapidly growing county, but to continue to attain excellence as a flagship community, realizing the benefits of an effective digital government," said Mike Bilardo, director of Government Solutions at Hyland Software.
