EUROPE & ASIA - Demographic and Administrative Boundary GIS Vector Data

East View Cartographic has assembled over 200 administrative, political and demographic vector datasets for Eastern and Western European and Central Asian countries such as The Russian Federation, Turkey, Kazakhstan, Great Britain, Sweden, Poland and 25 others.


The data is produced from local sources with vintages between 2005 and 2009.  A broad number of themes are available for each country including the following:  

  • Postcode (2 digit to 6 digit depth depending on country)
  • Administrative (1st, 2nd, 3rd and 4th level polygonal administrative boundaries)
  • Socio-Demographic (Population, Gender, Employment, Age Groups, Purchasing Power, etc)
  • Agriculture (Crops, Machinery, Landuse, Livestock, etc)
  • Topography and Elevation (contour lines, spot heights)

WORLDWIDE - Ground Control Points

East View Cartographic is proud to remind the geospatial community of our partnership with CompassData, Inc. and their extensive Ground Control Point (GCP) archive.

In order to be of any use spatially, imagery must be referenced to the real world. This is achieved by taking photo-identifiable locations visible within an image and assigning their true coordinates. Those coordinates form the basis for correcting that image through sophisticated terrain modeling techniques into an accurate map image, which can then be used in a variety of applications.

Contrary to popular belief, higher resolution aerial or satellite imagery will not replace the need for ground control. In fact, GCP use becomes increasingly more important as image quality improves and user expectations increase. Use of suitable GCP's in sub-meter imagery can increase spatial accuracies into the 20-50 centimeter range.

By using standardized, industry-accepted processes for collection and analysis, CompassData can deliver concise and user-friendly data in a timely manner to EVC. For convenience, each GPS coordinate is delivered along with supporting digital photographs and field sketches.

CompassData maintains the largest commercially available GCP archive in the world with over 13,000 points available.  If it is not available in archive, EVC can arrange for collection of new GCP's. 

This partnership with CompassData extends EVC's effort to bring the right collection of geospatial assets together resulting in high quality, cost-effective and authoritative solutions for our customers.

GLOBAL - LandScan™ Latest Edition Released

The World's Finest Global Population Distribution Data   

East View Cartographic is proud to offer the most recent release of the LandScan TM Global Population Database developed by the Department of Energy's Oak Ridge National Laboratory (ORNL). The 2009 Edition, released in September, 2010, comprises a worldwide population database compiled on a 30" X 30" latitude/longitude grid. 

As one of only a handful of commercial distributors of LandScan™, EVC offers this extremely valuable and completely unique GIS resource to its customers worldwide.

Census counts (at sub-national level) are apportioned to each grid cell based on likelihood coefficients, which are based on proximity to roads, slope, land cover, nighttime lights, and other information.  The resulting grid has a population count assigned to each cell.  Given the 30-arcsecond dimensions of each cell, the actual square kilometers covered vary over the globe.

The LandScan TM dataset covers the entire globe, excluding Antarctica.  The database is updated for release annually, and as such EVC currently offers the 2009 version of LandScan TM .  This dataset was made with GIS users in mind.  It is offered in two formats:

· ESRI Grid format - This requires either the Spatial Analyst  extension or ArcInfo package to properly view.  Also included area a fantastic set of custom ArcGIS tools which allow you to perform your own population anaylses.

· Raster binary format - This format is more widely usable and can be read by nearly any GIS or geospatial software package.

The LandScan TM dataset is available for purchase by country, or in its entirety.  Also included are a robust set of metadata, documentation, and user's guides to enable you to get the most information possible out of this data.

  How'd they do that?

Digital Elevation Models Produced from Topographic Maps

A great thing about EVC is the wide variety of clients we serve along with their wide variety of geospatial needs.  This keeps us on our toes and ready for new challenges.  However, this month's Technical Bullet is far from a new challenge for us.  The subject is a tried-and-true product of ours, the Cartographic Digital Elevation Model (Carto-DEM).

Digital Elevation Models (DEM) have an almost universal use in the geospatial market.  The need for them can easily be found in the workplaces of Engineers, Systems Integrators, Cartographers, Photogrammetrists, Radio/Telecom Network Planners and Renewable Energy Consultants.  More broadly, DEMs are often integral pieces of the solution puzzle for Upstream/Downstream energy applications, Aviation and Terrain Avoidance, Natural Resources disaster and response mitigation, Media and Design, and Defense and Intelligence simulation.

DEMs sourced from satellite and aerial imagery are priceless for their high-resolution (2-3m) and accuracy, but unfortunately there is a large price tag on this "priceless-ness."  However, many geospatial solutions do not call for DEMs of this detail and cost.  When this is the case, one can simply refer to DEMs derived from the Shuttle Radar Topography Mission (SRTM).  SRTM data is widely available and won't put a dent in the pocketbook, but often times it won't be the solution because its DEM resolution is low (90m) and it is not available in the polar latitudes (60° and up).  The perfect "in-between" solution is the EVC Carto-DEM produced from 1:50K topographic maps, resulting in a cost-effective 30m resolution DEM.

  Cartographically-derived DEMs are a cost-effective solution for projects with limited budgets:
  • Requiring international terrain data at better resolution and accuracy than SRTM data.
  • Over areas where SRTM is not available (North of 60° Lat; South of 56° Lat).
  • Requiring data where SRTM data contains significant void areas; typically mountainous or desert regions.  

As there are no real trends in the industry in this regard, and while EVC isn't the only company doing this work, we are well positioned due to our available topographic materials, access to born-digital source data and our proprietary production methods that have been developed over the years. 

We have been producing Carto-DEMs for over 10 years, even before SRTM became widely available from NASA.  We have done thousands of projects over the years, building a significant library of readily available Off-The-Shelf Carto-DEMs.


EVC has the topographic source materials needed for almost every country in the world to produce DEM data at 30m or 50m resolutions.  We have particulary strong holdings over Eurasia, Africa and the Middle East.

Carto-DEM creation is routine for EVC.  The recipe for this successful geospatial tool is outlined below:

1. Source paper topographic map is scanned

2. Map is georeferenced

3. Specific elements are manually digitized from the topographic map, including: contour lines, spot heights, coastlines, linear and polygonal hydrographic features and other breaklines

4. Elevation values are assigned to the digitized map features

5. Triangulated Irregular Network (TIN) model is built from the 3D vector dataset

Finally, a grid model is generated from the resulting TIN model. This procedure converts non-uniformly spaced data into a regular matrix and stores the gridded data in an output GRID model.

QC/QA checks on the DEM are performed against the original source map as well as the extracted vectors.  Additional checks are systematically performed by building sections/profiles along the DEM to confirm no out-of-range elevation anomalies are present.
