IRRIS Pioneer Allred Receives Meritorious Civilian Service Award

(June 27, 2008/Harrisburg, Pa.) Paul Allred, former IRRIS® program manager for the U.S. Military Surface Deployment and Distribution Command Transportation Engineering Agency (SDDCTEA), recently received a Meritorious Civilian Service Award from the U.S. Army for his innovative and exceptional leadership for the proposed concept, development, and success of GeoDecisions’ patented IRRIS application. GeoDecisions is an information technology company specializing in geospatial solutions.

As program manager for the IRRIS initiative and chief of highway engineering at SDDCTEA, Allred has spearheaded the successful development of IRRIS in his consistent drive to provide positive organizational, technical, and economic change for the U.S. Military Surface Deployment and Distribution Command (SDDC) and Department of Defense (DOD).

During his 37 years of service at SDDCTEA, Allred directed and supervised completion of transportation infrastructure capability studies and assessments for U.S. military installations and strategic marine ports. He was also instrumental in driving the introduction and development of innovative geographic information system (GIS) infrastructure databases with information about defense installations and commercial ports worldwide to enhance DOD knowledge and engineering analysis capabilities.

IRRIS enables SDDC to manage, document, and synchronize the movement of surface cargo transported throughout the world. A secure geospatial Web application, IRRIS provides military planners the access, knowledge, and visibility to effectively view, analyze, and track mobile assets on a global basis.

Allred holds a bachelor of science and a master of science in civil engineering from North Carolina State University.
