The TRPA's mandate is to preserve the Lake Tahoe area for future generations. It has responsibility for all land within the Tahoe Basin -- essentially the entire lake watershed. Five counties in Nevada and California include these watershed areas: Placer County, Washoe County, El Dorado County, Carson City, and Douglas County. Two of the counties, Placer and Washoe, have already implemented Accela Land Management. Now, using Accela's Vantage360® architecture management console -- which integrates enterprise information and connects disparate users and systems -- parcel data maintained within each county can be centralized, and county agencies will have online access to standardized TRPA information and properties, improving cross-permitting inefficiencies that occurred under the agency's current system.
"Accela clearly understood the complexities and scope of responsibilities of our agency," said Jim Brockett, IT director of TRPA. "They were able to offer solutions to help us meet our environmental and customer service objectives and uphold our mission, and we look forward to working closely with them toward full implementation within a year."
John Singlaub, the Tahoe Regional Planning Agency's executive director, made a commitment to the public in 2004 to improve customer service and streamline the permitting process. "I'm grateful to the states of California and Nevada for providing the funding for this important improvement to our community service," Singlaub said.
TRPA has made substantial progress in its permit process over the last two years. Now, with the use of Accela enterprise software, the agency hopes to boost productivity and improve customer satisfaction, which will ultimately allow agency staff to focus more on protecting Lake Tahoe and less on inefficient paperwork.
The agency has selected additional Accela business solutions to meet its specific needs:
Accela Citizen Access: Many of TRPA's citizen clients purchase vacation homes in the Tahoe area but live outside the region. Accela Citizen Access will provide real-time, direct access via the Internet to the agency's permit and land management activities to enable local and long-distance clients to go online to schedule inspections, apply for permits, and conduct research on parcels, 24 hours a day, 7 days a week.
Accela Wireless: Given the agency's broad jurisdiction, TRPA plans to utilize Accela Wireless to streamline the work of its inspectors -- and save them valuable time -- by empowering them to remotely input results from inspection sites using a mobile device. The Accela Wireless application, optimized for Intel® Centrino® Mobile Technology, is compatible with PDAs, laptops, and Tablet PCs running on the Microsoft Pocket PC, Windows 2000, or Windows XP operating systems.
Accela GIS: TRPA's three branches -- Environmental Review Services, Environmental Improvement, and Planning & Evaluation -- share the need for up-to-date land records. Since much of this information is geospatial, the agency will utilize Accela GIS to allow direct access to view geographic representations of all land-use and zoning information associated with a permit. Built on the ArcIMS platform by ESRI®, Accela GIS seamlessly integrates with Accela Automation to provide automated map analysis.
"The business needs of an agency such as the Tahoe Regional Planning Agency present many unique challenges, and we are happy to once again demonstrate Accela's flexibility in meeting our clients' diverse needs," stated Robert P. Lee, Accela's president and CEO. "I am confident our enterprise e-government solutions will more than meet the agency's expectations as it moves forward with its goals."
