Mr. Wayne Trout, the former International Association of Assessing Officers (IAAO) president, has joined Pictometry to assist in helping the company develop new and innovative products to better serve the assessment community as well as how to help real property tax professionals better understand how to maximize the effectiveness of oblique aerial technology in their real property evaluation metrics and procedures. Mr. Trout has over 32 years in the property assessment field with the City of Norfolk, VA Office of the Real Estate Assessor. He was appointed as the Assessor by the City Council and was responsible for maintaining the real estate assessments for approximately 75,000 real estate parcels with a taxable value of $15 billion. Mr. Trout served as IAAO president in 2005-06, president elect in 2004-05, vice president 2003-04, served on the IAAO Executive Board 2001-03, served as chair for various committees 1997-2001. He received IAAO Certificate of Service Recognition (1998), Presidential Citations (2000, 2001) and special Presidential Recognition for Service to IAAO (2004). Mr. Trout's manyother notable accomplishments in the field of appraisal will enable Pictometry to gain additional expertise in this industry. He will be reporting to Pictometry Manager of Assessment Marketing Initiatives Alex Hepp.
Mr. Art Kalinski is the former Atlanta Regional Commission (ARC) GIS Manager and has joined Pictometry as a consultant to the GIS industry. Mr. Kalinski brings a wealth of GIS expertise to Pictometry that will be used to support the company's expansion into military applications, educational programs at colleges, and emergency responder schools. Mr. Kalinski is a former career Naval Officer and established the Navy's first GIS. After finishing graduate work in GIS at the University of North Carolina he joined the ARC, serving as the GIS Manager since 1993. Mr. Kalinski set up the State of Georgia's first ArcView Learning Center that has trained over 1,200 students. He was in the first group of GIS professionals to receive the GISP certification. More recently he pioneered the use of oblique imagery in the Atlanta Region for public safety applications. He also established a portable GIS that can be set up anywhere in region to provide GIS and oblique imagery support to emergency responders in the event of a major disaster. Mr. Kalinski will report to Pictometry Vice President of Marketing Initiatives Scott Sherwood.
Dr. Robert Cobb is currently the Development Director for the National Emergency Number Association (NENA) and also manages the NENA Next Generation (NG) Partner Program. He will serve as a subject matter expert for the company regarding 9-1-1 and how it is important to public safety and homeland security. Dr. Cobb's extensive knowledge and expertise will enable Pictometry to further advance its technical capabilities by helping the company to better understand the challenges faced by today's 9-1-1 centers and first responders. Dr. Cobb managed the USDOT Wireless Implementation Project, and was responsible for project planning, management of all tasks and deliverables, and financial control. The project had a measurable positive impact on wireless Phase I and Phase II deployment from 2002-2006. His experience at NENA includes managing NENA's NG Partner Program, NENA's Education Program for 12 years, the organization's Emergency Number Professional (ENP) Certification Program, and many other significant accomplishments in the field of 9-1-1 that support this critical market. Dr. obb will be reporting to Pictometry Vice President of Marketing Initiatives Scott Sherwood.
Mr. Robert Locke has joined the company as Vice President of Government Sales in the U.S. and will be will be directing Pictometry's sales force of four regional sales vice presidents and nineteen district managers who work with local, state, and federal government end users. Mr. Locke has distinguished himself with progressively increasing sales management responsibilities at Fortune 100-sized corporations such as Bausch & Lomb, Johnson & Johnson, and Eastman Kodak Company. In each of these settings, Mr. Locke's capabilities have created repeatable growth and profitability as well as earning him numerous global sales awards for account development. Mr. Locke also brings to Pictometry a thorough understanding of leading nationwide sales forces to drive new business opportunities in the volume of hundreds of millions of dollars. Mr. Locke will be reporting to Pictometry Chief Marketing Officer Dante Pennacchia.
