how do you import primary/local road names etc. into acad 2002?

It's not easy at ArcMap 8.3. Supposedly, Arc9 will have CAd export functionality that can export annotation and labels to CAD as text.
I use a proprietary CAD export tool that exports ArcMap labels as CAD text. There are a number of commercially available CAD export tools, check to see if any of them export either annotation or labels. If so, simply label your streets in ArcMap, convert those labels to anno and export the streets and annotation.

Follow-up on my earlier post:

Querry ESRI's ArcScripts download page for CAD +Export.
You should get a couple of downloadable CAD export tools. Plus there is an ArcScript Called "Annotation tools"

that will allow you to create annotation without an INFO liscence.
