So Im new to ArcGIS and Im trying to create a new layer that would have the outlines of certain tracts of land that were looking at and then input the data for those certain tracts.  I have the base maps already, do I need to create a coverage file or a shapefile to do this?  and do I just draw the tracts on with the editor tool? and if I do that would I just need to input the data on the attribute table? or do I need to create another table that would be linked to it? I have the table right now in a Microsof acess file.. What Im trying to do is have the map of the county and then be able to click on certain tracts of land and view the information about that tract.. any help would be greatly appreciated!!

Yes, if you don't have a shape file or feature class with polygons representing the tracts of land you want to see, you must create it, using the editor.

When you create the shape file, ensure that there is a field of data that matches your access file record for that shape. This field will be used to join the shape file to your access table.
