I would like to use TIGER/Line files to develop a database that would specify what census blocks are contained in each ZCTA (Zip Code Tabulation Area) in the US.  (For example, ZCTA 11111 is made up of census blocks A, B and C,  ZCTA 22222 is made up of census blocks D, E, AND F, etc.)  As a newbie to this area I believe I need a GIS software to do this, although I don't know the specifics of how this can actually be accomplished.  Any advice would be appreciated - thanks!
