I am an analyst/programmer assigned to a GIS implementaion project. We are in the process of finalizing the RFP to go out to the vendors to select software and hardware. However, my supervisor is having a fit about the format of the RFP. You see, we hired a consultant to do the needs assesment and hence compile the RFP and the final product doesn't really conform to our usual format. You see we always define our requirements by processes and so if you go through any of our RFPs, the processes are clearly defined. But is it really applicable for a GIS RFP? Can you really use a process format for a GIS RFP? I would really appreciate any comments from anybody out there who has even the smallest amount of light to shed on this
