I would highly suggest learning VB if possible. In the ESRI case, all of the backend services to each product such as ArcIMS and ArcSDE provide API interfaces that can be easily called from VB.

In the interest of the general internet community, ActiveX Controls (OCX) as previously mention work great, but are generally not accepted by large coroporations due to security risks with web browsers and the concept of tricking uses to download "potentially damaging" as Micro$oft puts it, activeX controls.

ActiveX dlls on the other hand can be of mass benefit as they run server side on the web server and can automate many many virtualy any task given the will power to write it.
