Each block is a polygon, there are no parcels just the entire block, and yes, the streets are represented by the gaps between the blocks.

About the points, the points are located where the gaps are (where the streets are supposed to be located, if the lines of the streets were there, most of the lines would intersect the point, others don't because the points are not always on the middle of the gap, some are, otrers don't - just to make it clear, there are no lines, just points -).

So, yes, there are R-O-W gaps between the blocks and the points are in the appropriate R-O-W corridor, and I do have the polygon limiting the whole area.
